Groundbreaking Ceremony for the Construction of the STVET-VCD Training Facility for the Food Science and Technology Diploma Programmes at the University of Juba

On 12 February 2026, the University of Juba Senior Management, together with the UNESCO Representative, conducted a groundbreaking ceremony for the construction of the STVET-VCD Training Facility (Food Science & Technology Diploma) at the Main Campus.

Dr. Christopher Tombe Louis, Dean of the School of Applied and Industrial Sciences, highlighted the project’s objectives, which include enhancing the agricultural value chain, boosting productivity, reducing food loss, and increasing farmers’ incomes. Dr. Tombe emphasized that the initiative focuses on training diploma-level technicians in food quality, microbiology, and engineering, with the aim of improving food processing and safety. The facility will feature modern infrastructure and will support capacity building through staff training and partnerships with regional institutions.

 

Ms. Yayoi Segi-Vitchek, UNESCO Country Representative in South Sudan, acknowledged the project partners as construction commences to strengthen TVET and job creation in the country. Following previous delays, preparations are now in place to advance the project. She highlighted the University of Juba’s crucial role in enhancing human capital through the new facility, which will improve training, applied sciences, and innovation. Ms. Segi-Vitchek also expressed gratitude to the African Development Bank for its support and acknowledged the contributions of the Government of South Sudan and various collaborators in achieving this milestone.

Eng. Naod Elias Kallore, Senior Project and Operations Manager of Universal for General Construction, stated that the STVET training facility is one of the company’s top-priority projects. He emphasized that the company is honored to participate in this significant initiative. As contractors, Universal has navigated the necessary procedures to be involved in this project, and participation in it is a source of great pride.

Mr. Dabual Duong Wighoal, Chairperson of the Students’ Association in the School of Applied and Industrial Sciences, expressed appreciation to the university administration, noting that the project will benefit students and contribute to the transformation of the agricultural sector.

Professor John A. Akec, Vice Chancellor of the University of Juba, reaffirmed the institution’s commitment to economic empowerment and social transformation through education, innovation, and service delivery. Prof. Akec addressed challenges related to power and food preservation, advocating for a focus on value chains in food processing and safety. He urged the government and the African Development Bank to prioritize electrification and solar energy solutions. Prof. Akec expressed gratitude to the African Development Bank for funding, the Government for its support, UNESCO for project implementation, and the contractors, while expressing anticipation for the project’s official launch.

 

Hon. Adil Athanasiou, Undersecretary of the Ministry of Higher Education, Science, and Technology, reflected on his experiences as Dean of the School of Applied and Industrial Sciences and expressed gratitude to the UNESCO team and the World Bank for their collaboration. Hon. Athanasiou expressed pride in the students preparing to succeed current leaders and acknowledged the support of the African Development Bank and other stakeholders.

Prof. Justo Wani Jada, Deputy Vice Chancellor of the University of Juba, delivered the vote of thanks to Dr. Christopher Tombe Louis; the UNESCO team; Universal for General Construction; the Vice Chancellor as one of the project initiators; the Ministry of Higher Education, Science, and Technology; and the Student Representative. Prof. Jada noted that from the fencing alone, it is evident that this is a major project, which will not only serve the School of Applied and Industrial Sciences but may also benefit other schools. He advised maintaining high standards in its use.

This groundbreaking marks a new chapter in South Sudan’s journey toward advancing technical education, sustainable development, and economic growth. The University of Juba remains committed to fostering innovation and building a brighter future for its students and the nation.
