The 2nd International and 12th National Research Symposium

Theme: Smart Public Service Delivery through Digital Platforms and Innovation

On Saturday, June 28th, 2025, the Deputy Vice Chancellor for Academic Affairs at the University of Juba, Professor Isaac Cleto Rial, and the Dean of the School of Public Service, Dr. Paul Gaal Atem, participated in the 2nd International and 12th National Research Symposium, held under the theme “Smart Public Service Delivery through Digital Platforms and Innovation.” The event took place at the Main Campus of Oromia State University in Batu, Ethiopia.

The symposium brought together high-level stakeholders, scholars, and practitioners from across the region to share experiences and best practices in transforming public service systems.

In his opening remarks, Professor Geremew Huluka, President of Oromia State University, underscored the critical importance of efficient public service delivery. He emphasized that service delivery lies at the heart of development, particularly in shaping the relationship between governments and their citizens. He noted, “If the government fails to deliver sufficient and effective services, the country will fail.” Professor Huluka also highlighted the necessity of integrating technology and digitalization into public service delivery. Addressing the theme of innovation, he remarked, “If you don’t have innovation, at least adopt or invent a new one.” He further outlined the objective of the symposium as creating a platform for intellectuals, policymakers, and professionals involved in policy implementation across various institutions to engage in mutual exchange and knowledge sharing.

Professor Isaac Cleto Rial, Deputy Vice Chancellor for Academic Affairs at the University of Juba, delivered keynote remarks in which he provided a comprehensive overview of the university’s history, mission, and strategic goals. He emphasized the University of Juba’s unwavering commitment to academic excellence and its integral role in national development.

Professor Rial also highlighted the significance of the Memorandum of Understanding (MoU) signed in June 2025 between the University of Juba and Oromia State University. This partnership aims to foster collaboration in areas such as academic exchange, joint research, capacity building, and mutual institutional growth and development.

Furthermore, Professor Rial stressed the University of Juba’s critical role in promoting stability, peacebuilding, and good governance in South Sudan. Through its academic programmes, research endeavors, and community engagement initiatives, the university continues to contribute to the country’s efforts toward sustainable peace and development.

He concluded by emphasizing the importance of research and publication for regional progress, advocating for stronger linkages between policy research and practical implementation. He encouraged increased collaboration through research partnerships, faculty exchanges, and academic mobility among institutions.
